"Peer reviewed" means that objective peer scholars (referees) in a particular academic discipline review articles that are submitted to a scholarly journal for publication by their colleagues.  This is a way to guarantee that the research is credible and sound.  The term "refereed" is roughly equivalent to "peer reviewed".
